Community Service Complex Release Status
The Henderson County Detention Center Community Service Complex is a work-release and correctional community-service component, not a separate state prison or an ordinary community office. Henderson County’s jailer administers it as part of the detention-center operation. A participant may leave the secure setting for approved work or service while remaining subject to the sentence and program rules.
This distinction controls every lookup. Entry into the complex, a work assignment, an outside trip, or return to the main detention center is not necessarily final release. The terminal event must come from the inmate release record, the court’s authority, or a Kentucky Department of Corrections status when the participant serves a state sentence.

Community Service Complex Work Release Law
Henderson County Code sections 13-13 through 13-17 establish the Department of Work Release and Correctional Community Service. The code places administration with the jailer and finances the department through the detention-center budget. That local legal basis gives the complex a specific role within the county’s corrections structure.
The official code supports the key record distinction. Community activity can happen before final discharge. A program record can explain permission to leave for a set task, while the cumulative inmate record documents admission and the eventual release or transfer.

Confirm Community Service Complex Release

Two retention layers can apply. KDLA series L2728 covers community-service and work-release schedules and lists a two-year retention period. That operational schedule can document program assignments or authorized activity. It is not the same as the cumulative inmate and release record.
KDLA series L2751 covers the cumulative inmate file and has a five-year-after-release disposition. It retains admission and release information and may include court proceedings, property slips, leave slips, photographs, and other material. For final status, request the release entry tied to the booking rather than relying only on a schedule.

Request Community Service Complex Records
The records route runs through HCDC. Do not send a jail-file request to the Sheriff merely because both are county offices. The sheriff’s own open-records policy directs jail requests to the jail’s procedure. HCDC requires a standardized written form and asks that inmate-record requests include full name and date of birth.

Community Service Complex Court Checks
The Henderson court case supplies legal context that a work schedule cannot. Read the docket for the original judgment or sentence, the order permitting program placement, later probation action, revocation, dismissal, or completion. A court order can authorize the change, but the HCDC record supplies the physical movement and exact destination.
For a state sentence, search Kentucky Offender Online Lookup. Compare the DOC or PID number, location, convictions, supervision status, and dates. A community label such as parole, probation, or Mandatory Reentry Supervision may show that prison custody ended while state jurisdiction continues. An institution location supports continuing confinement. KOOL is not the complete archive for every county participant.
Use VINE for a named custody-status notification, not as the certified custodian. Henderson County’s local notice says custody notifications remain operational even though its court-date connection was reported offline. For a live court date or docket action, use the Kentucky Court of Justice guest portal instead.
After Community Service Complex Release
A terminal Community Service Complex release can lead to the community, probation, another supervision status, the main detention center, or a receiving corrections authority. The release entry should state which. If another agency accepts custody, continue in that agency’s system and do not describe the movement as release to the community.
Property questions also remain with HCDC’s operation. The jail’s policy states that one layer of clothing is retained for release or transport. A transferred or released person has 30 days to arrange property pickup or mailing at personal expense. After that, items are treated as abandoned and may be discarded or donated. Property handling is separate from proof of legal discharge.
HART publishes local service Monday through Saturday from 6:30 a.m. to 5:30 p.m., with no Sunday and specified-holiday service. No fixed stop at the Borax Drive jail was verified. About Community Service Complex Custody
Kentucky legislative research states that the separate Community Service Complex was added in 2008. It remains operationally connected to the detention-center system and serves a different function from the secure full-service jail. Henderson County’s ordinance gives that function a formal departmental basis.

When a schedule and release entry appear to conflict, read them as records of different events. A schedule can authorize a participant’s activity on a given day. A release entry ends or transfers the booking. The court order supplies legal authority, and KOOL can show whether state jurisdiction continued. Pairing those records prevents an approved work trip from being reported as discharge.
